grapheneos.org/faq#device-sup explains this. Eventually there will be other devices that are good candidates for support and enough resources to support them. At the moment other devices don't meet the privacy/security standards and we also don't have the resources to support more.

In the long-term, the focus will be on our own hardware via partnerships with companies/organizations with shared goals/values. There are not many of those - most are not interested in actual privacy/security and don't even care about matching the existing status quo of Pixels.
