I suspect that when quote RTs were implemented, no attention was paid to the idea that maybe they shouldn’t always be possible, and now implementing that would be a huge pain

Since that was very critical, I do think that being able to disable replies is a good feature. But they only wrote half the feature

People also use screenshots for this, which remain up if the person deletes the tweet or makes their account private. The quote feature is basically one form of link preview, and you could still link to people's tweets without having the preview. A screenshot can do that instead.

Someone harassing/slandering you can take advantage of these features to shut down the discussion in their posts. Quote reply someone in a cruel way to send a mob to harass them and use hide replies or this feature to avoid people calling you out about it. I think it's intended.

I think tools like these are more useful for doing evil than they are for protecting against it... It makes sense for them to add this because they want brands, celebrities and others to be able to be able to create clean spaces where they control the narrative. I don't like it.
