Carefully follow the instructions at grapheneos.org/install. Make sure to allow the entire flashing process to complete. Monitor the output from flashing. It's supposed to say that the device is loading a different OS. That means it's booting GrapheneOS instead of the stock OS.

It sounds like you either didn't wait for the flashing process to complete or there's something wrong with your setup leading to flashing not completing. You haven't provided information that I could use to help you. You just need to do it again and make sure it's successful.

Yeah, so you didn't complete the flashing process before locking the bootloader. Either you interrupted it before the process finished or something went wrong with the environment you're using to flash. Can't help you without you trying again and paying attention to what happens.
