Again, this isn't a bug in the current releases. It's starting to sound like one of the speakers on your device is dead. You should test that all of the speakers are working.
well... I have no issue with speakers or alarms, but with seedvault... any guidance on how to report or twitter is just fine?

It's a different speaker. This is not a bug in the OS but rather a hardware failure on your device. It wasn't tied to the update. A common mistake is encountering a problem and then making the assumption that it was caused by the previous update. That's not what happened here.
