Follow grapheneos.org/build with an emulator build target and use the standard emulator. If you want to do work, you could get it working in a different VM than the standard QEMU/KVM but I don't see why.

I doubt whatever device you're talking about supports installing another OS and it's highly unlikely it meets the hardware requirements. Please read grapheneos.org/#device-support.

See grapheneos.org/#device-support for the supported devices, hardware requirements and hardware recommendations. If you want to run it on another, you'll need to pick one meeting the requirements and do the porting/maintenance work.
