GrapheneOS is a partner in the security program and receives security bulletins / patches in advance. You're making an assumption that's not true. I recommend not making claims like without actually having any idea whether it's true.

Maybe you missed the section at grapheneos.org/#early-stage-o. The project isn't going to be making another Pie-based update but rather is moving to Android 10. It would be a waste of resources to release a security update based on Pie when it's in an early stage of being developed.
