It's a big part of what we do in Canada: canada.ca/en/immigration. Here's the basic points system, but there's more to it than this: canada.ca/en/immigration. It's very explicitly designed around treating immigration as a resource to be exploited / managed for maximum benefit.

Bringing over immediate and extended family is a bigger part of it too, and rarely portrayed as a bad thing like US politics. It's all very shamelessly designed around economics and trying to ensure success by not having immigrants end up with a low income / standard of living.

From a selfish perspective based on what's good for Canada, it works well. I think it's a major part of why the perception of immigrants is so positive and relative to the US there's far less racial / ethnic / religious animosity. US politics on this is a culture shock for us.
