It applies to Google Assistant in general, regardless of the platform, so that includes the implementation in Play Services on most (not all) Android phones, their iOS app, smart speakers and whatever other platforms have Google Assistant.

It's possible to opt out of activity recording, but they tend to nag about it via various notifications inside and outside of apps. Those notifications can be disabled, but most people are going to accept one of the requests to enable. Google Assistant also gets much less useful.
