Meanwhile, Chromium (which Brave forks) runs fine without Play Services and isn't supposed to have any hard dependencies on it. It's only meant to depend on Play Services for features using Google services. They usually check for it being present to avoid a notice. This is a bug.

I was looking at Brave's commits and issues to borrow their fix and to submit a good report upstream including the cause to speed up getting it resolved. That's what I did for that past issue a couple years ago, as you can see from the thread. A Google employee did the full fix.
