Why do people copy code from github, make a new repo, and upload it back to github? Is the Fork button not big enough?

if you have a project thats been forked, and the original author nukes their project, your fork dies.
guess how many repos i've lost because of that

This surprised me, so I tried to find info about it. I found this GH article which suggests another public fork is chosen as the parent (though it's not clear how) help.github.com/en/articles/wh
Am I reading that wrong?

I think that can only be applied to private repositories, and not if they make it private after the fact.
