Yeah, that's not what's happening. The limit of 30000 static rules is also still provisional and is likely to change before it ships in the stable branch. They already added support for dynamic rules based on feedback, and they've said that the 30000 rules is just a draft limit.

Dynamic updates are possible via developers.chrome.com/extensions/dec. The limits are placeholders and will be increased. I'd hate to give an updated number that's too low to be meaningful or too high and that would need to be ratcheted down, so we need to do performance testing first
