One example of where they've stated the limits are placeholders: twitter.com/DotProto/statu. They've also said this multiple times on the issue tracker and elsewhere. 30000 is already almost large enough for EasyList and the limit will likely be an order of magnitude or two larger.

Dynamic updates are possible via developers.chrome.com/extensions/dec. The limits are placeholders and will be increased. I'd hate to give an updated number that's too low to be meaningful or too high and that would need to be ratcheted down, so we need to do performance testing first
