What exactly was removed from AOSP? The sample apps have never been part of the base OS and have lots of alternatives available. It hasn't been getting more barebones but rather Google has made a lot of apps, libraries and services outside the scope of AOSP that many are using.

AOSP alone meets the CDD / CTS requirements and can be certified as Android. Some vendors like Huawei and Sony shipping many devices without Play Services have been doing that. In China, that's what Android is to most people. It supports everything they use and their app stores.
Of course, not having Google Play for new devices will kill their business outside of China. Not convinced this is actually going to stick for very long because China is in a position to destroy empires like Apple in response. It's a pretty terrible play by the US government.
