What I don't get is how they even do it without getting bombarded by so many chargebacks and one-star seller reviews they lose money and go under.

Yeah I'm guessing something at Amazon systemically shields/encourges these scammers...

They don't really vet anything so the scammers can just make new accounts with new identities. Amazon definitely bans buyers / sellers via algorithms detecting something is wrong, which unfortunately means you get banned for being scammed too many times as either buyer or seller.
They are very generous with returns / refunds until some arbitrary point where they decide you are taking advantage and ban you without any warning or recourse. Recommend searching for the stories about them banning people. No clue how many returns they consider too much...
