You mean it wouldn't be able to connect to a server that only allows TLS 1.3?

Not necessarily, since it may not be Chrome making the connections directly to the server. It definitely can't understand HTML, CSS and JavaScript features added after Chrome 41 though. In addition to not seeing the releases, it renders the navigation bar incorrectly for mobile.
