even if you run android you probably shouldn't run google apps. people have been installing google apps on third party roms like lineage and i always thought it's a terrible idea precisely because of shit like this

You can also still fall back to using Google Maps in a browser when needed without installing the more privacy invasive app. It works fine via Tor too, although you're still giving it location information, just anonymously. They don't have turn by turn navigation in the browser.
