I got a policy report from google because I had setup mta-sts and smtp tls reporting on my domain, but it doesn't seem to make sense to me. it looks like they're reporting to me that everything works ("total-successful-session-count":8)

That's how DMARC reports work too if you set up the reporting address. If they get any mail, I get a DMARC report at the end of the day informing me that none of it was classified as spam and no one tried (and failed) to send any mail falsely claiming to come from the domain.
