Yes, but that's not what this project is working on. It's a security research and engineering project working on further improving the privacy and security features for AOSP alongside the regular improvements in AOSP. It does not have to do anything to remove Google services.

There are gaps left by not having them, so implementing replacements is part of the scope of the project. The core focus of the project and the reason it exists is developing privacy and security improvements. Can skim over the repositories at github.com/GrapheneOS for an idea.
