It's not possible to disable OEM unlocking via the standard interface until the bootloader is already locked, so you need to be able to successfully boot in order to do that. I think it's very unlikely devices are being bricked in any reasonable flashing / development workflow.

Since in order to install the update used by the currently active partition set, the previous set had to be working. It can generally only be bricked if the update boots successfully and then starts failing to boot, since after one successful boot falling back is fully disabled.
