For context: Hacking Team violated the GPL in some of their implants, but the copyright owners weren't willing to sue. The more people who get code into GPLed codebases, the harder it is for a government to use them for attacks without legal consequences.

Unless those projects use copyright assignment with centralized ownership. That's the case for FSF projects and they're explicitly opposed to using GPL enforcement aimed at more than GPL compliance. People contributing to those projects sign away their right to enforce the GPL.
