the most compelling argument i've seen here is that this is a frustrating hurdle for new users who, quite reasonably, expect that they can/should install the compiler toolchain via their package manager like yeah it's the distro's fault, but that doesn't matter?

It's reasonable to support older branches of tools / libraries that are actively maintained. A distribution freezing it and only fixing a subset of issues marked as security bugs doesn't count. It should be them working on making software fit into their increasingly broken model.
