I don't think it's a joke or an attempt to mock proper Code of Conducts. It's ridiculous and looks like it's satire without context but he's a devout Christian and I think he's being entirely sincere about this stupidity. I've seen him proselytize in technical contexts before.

Look at the final question and answer in this 2008 interview entirely about SQLite: red-gate.com/simple-talk/op. It's a technical interview and then suddenly they're talking about it being "utter foolishness" to take pride in accomplishments rather than attributing it to their god.

I'm sure he's acting in good faith and is being sincere. His beliefs explicitly include proselytizing and trying to save people from going to hell so it fits well.
