Does Twitter’s scammy “Allow Precise Location” popup come up on Android, and does Android at least require an OS confirmation after you (accidentally) click on it? (Which seems to be the whole goal of the popup.)

There's no way for them to bypass prompting with the OS permission request dialog on Android. Some apps show another dialog before the OS one to explain why they're about to request it but they can't avoid showing the unaltered dialog from the OS.

The reason apps have their own permission dialog is that the OS dialog won't allow them to keep nagging you to enable it. It takes no for an answer. The app developers want you to say no to their app so they don't lose the chance to ask you again later.
