It was 1958. As a country we were still both fascinated and horrified about nuclear weapons. Nuclear everything was on the mind. It stands to reason it would be on the table at the time.
You saying we should disarmed nuclear weapons and give it up and do what exactly to fixed diplomatic immunity without negotiate with peace and security to avoid conflict of interest of war.
