I'm not sure how it's un-Christian to follow the example of Paul's advice on the subject of helping people. Read I Timothy 5. It's the main text on how a safety net for Christians

Paul said that those who could provide some for themselves or had family who could help them should rely on THOSE resources, so the Church's resources would be free to help those who could do NOTHING for themselves.
