You must have missed the many stories through many years about the tunnels, some quite sophisticated, going from one warehouse in Mexico to another warehouse across the border.

A tunnel takes weeks, if not months to build.
An open border takes seconds to cross.
When the tunnel is discovered it can be destroyed, which destroys weeks or months worth of work by the smugglers.
There is a real cost to them!
