If my company hired an executive who couldn’t pass a background check necessary for the job and doesn’t have the experience, competence, temperament or qualifications to meet the basic job description, I’d be raising questions about such a choice and the processes that led to it.

And unless you were in the top management, you would be told that the company was aware of all of those things and that he does actually meet the job requirements and that his contract will be reevaluated in 4 years.
