4/ Issues re 2nd bill: - If any of the detailed info on donors, e.g. passport details addressed or taxpayer numbers are missing = anonymous donation = ban - ban not only on foreign money, but also from stateless ppl, or Rus "foreign agents" - toxic label affecting legit activists
