Maybe a new water facility? Seems to me like that would solve the problem quite nicely, be money well spent. And to pay for it, we could give away 1 or 2 fewer fighter jets to some foreign country. Or use 100 fewer bombs. Or not build more of a useless, unnecessary wall!
