I think after some more thinking, I get "why" they want to dedicate more time to monitoring channels (so they need fewer monetized ones) to avoid the bad stuff. 1000 subs took me a year or two of serious shreddery and luck, it's maybe harder now?

Yeah it's possible to be harder now... In addition, they review the channel when you are eligible/apply for partnership, so it's a bit more secure... Still REALLY discouraging IMO..
