I say this as someone who grew up with snowy winters, took my drivers test in 3 ft of snow and aced it, who currently lives in Seattle & freaks out almost daily over everything you listed: Seattle + snow DO NOT MIX. Snow here shuts the city down. It seems silly, but IT SUCKS.
