Yes, this is all very good, but at what point in the strategy did someone get in a fridge.
Communication is everything. Look at the approach in Singapore which (from afar) looks balanced, informative, mature and sensible. Contrast that with other affected (or to be) locations who resort to bluff, bluster and bravado as their only message.
I believe Italy has also gone for a max info strategy.
