For sure and without doubt. I keep a crowbar separation between the military and the misuse of the military by elected officials. Half serious/Half jest - we’re tools, but tools wielded by those in power. Keep the blame on those who perpetuate the problems and deserve it.
The difference is basically that militias are non professional militarized groups protecting and defending their communities and not nationalized, and don’t *have* to follow military orders. (It a little more complicated, but I am painting a pic in a single tweet.)

The NPA absolutely is required to follow orders of the CPP (Communist Party of the Philippines). It’s not defending a single community but is rather a national army engaged in a war. There are full timers, part timers; like reservists, and *also* local people’s militias
