Unfortunately, and as best as I can tell, they have to destroy property to be declared a terrorist. (which I do not agree with)

That, too, is unfortunately true. For clarification, white men (white nationalists, neo-nazi, etc) have to destroy property to be labeled as terrorists. It’s sickening.
