The public is a co-partner in the opening and closing of the economy. People didn't need lockdowns to stop going to restaurants. They won't go back to bars just because the doors are open. (And, conversely, some ppl can break--and are breaking--stay-at-home orders.)
I see it the same way. My main thing to look at in Sweden is not restaurants being open (as you said, low attendance anyway), but schools for young kids being open. That hasn’t seemed to negatively affect their rates much at all, but is a massive boost for everyone to have them functioning

no, the restaurants here are not de facto empy, several have now been forced to close since they did not enforce enough distance. Or rather none, they were as crowded as any warm spring day.
They’re not ”de facto empty”. They are ”emptier” than usual since lots of people work from home. Plus our schools, daycares and junior aports never stopped...
I think it calls to the fact that most people aren’t stupid and try to protect themselves and others. Lock down is some kind of distrust
Sweden has not done well number wise in terms of cases and deaths compared to its peers. I wouldn't tout them. I'm sad to say this (land of forefathers and relatives) but it was stupid even if Swedes generally follow directions. Also they have enough healthcare and wage support.
It is true for most parts of Sweden (open but with fewer customers). The guidance from the Swedish Health Agency is (by law) voluntary but followed in practice. The decline in the adherence is also the same as in other countries. So basically mostly a legal difference.
