(2/6) age of viewers based off of what videos those viewers watch and that's how YouTube will determine which videos/channels to flag as "for kids." Based on this knowledge, we know that YouTube has the resources to have a pretty good idea when an underage kid is on YouTube..

(3/6) Here's my suggestion: Use that algorithm to flag not only channels as "for kids" but also users as potentially being underage. Whenever a user who is flagged as underage is watching a video that's flagged as for kids, have a popup on the notif button and the comment field

(4/6) that says "you must be 13 or older to use this feature" and the owner of the account will have to type login credentials to verify they're over 13 years of age. For anyone watching flagged "for kids" vids not logged in, they can't leave comments or get notifs anyway..

(5/6) For ads, occasionally have them agree they're 13 before collecting info if the system suspects a kid is watching. This is a great middle ground that creators would get behind. Completely removing notifications, comments and personalized ads from creators is way too much.

Not only that but this method will reduce data collection from kids as well because there's always potential an underage kid will watch videos that aren't for kids in which case those videos will still be collecting data from the kid essentially ruining this whole effort.

In addition to using the machine learning to detect when underage kids are on YouTube, you can also implement a child mode for parents to turn on when their kid is using their account which turns off notifs, comments, stops collecting data and displays kid friendly ads everywhere
