Plain language of Wisc state law is simple and does not give this power to WEC Chair alone. @govevers claims to have signed the "certificate" already tonight, but WEC administrator emailed :"Today, as you know, the Chair made determinations of the recount and presidential election. This does not result in the issuance of a certificate of election" 2/3

Dem chair of Wisc Elec Commission made her determination today of the 2020 election before reading the report on the voting machine audits. Ignored our bipartisan agreement in 2018 that audits be reviewed prior to finalizing

#WisconsinRecount is underway. Also random audits of voting machines around WI are starting today, deadline 11/27, A randomly selected sample of 5% of reporting units will be audited w hand count of all ballots to check against the machines, includes 15% of WI Dominion machines.

Wisconsin law uses statewide vote margin <1% to grant right to petition for recount. Petitioner may request recount in certain wards where petitioner "believes that a mistake or fraud has occurred" or believes a "defect, irregularity, or illegality occurred". #WisconsinRecount

If not selected for recount, it is essential that the counties complete their voting machine audits promptly. At least one reporting unit will be audited in each county, 5% of WI reporting units and at least 11 randomly selected Dominion machines will be audited. 4/4

Trump won the Wisconsin counties using Dominion 399,512 to 279,504 margin 120,008 with 58%. Won 17/19 counties. If selected for recount, 13 of 19 plan full hand recount, others combination hand/machine recount. 3/4

All voting machines, including Dominion equipment publicly tested prior to election. Post-election audit requires a hand recount to verify the machine results. Dominion equipment used in 19 of 72 WI counties. In 11 entire county, 8 part of county. 2/4

WEC policy to conduct random voting voting machine audits prior to state certification. At least one reporting unit each county. 2018 deadline was Nov 28. The 2020 audits have been postponed pending recount decisions. This Critical safeguard must be completed promptly. 1/4
