This was reworked a long time ago so now damaging spells are free for healers. Its just that most healers can’t spare the GCD. Especially in raids. 5-man mythics though, Druid was king because they could set a dozen hots and then dps
It's mostly a WoW player mentality that tends to carry over since most MMO players either still play WoW or only played WoW in the past. Basically in WoW, damaging spells for healers was a net loss in terms of mana. The damage was too little and there was not much mana sustain.

Definitely an old mentality. Vanilla WoW / Everquest era. Even back in the day the best healers did things outside of sitting with a thumb up their ass waiting to heal.
