It is not. The stats are separated each time it is reported in the article. It constantly references "from 2008 to 2015" where the two stats fell, respectively. Notice that the public perception followed downward during the same time period.

The "picture" (graph) is what shows the trend. The discrepancy that is being reported on is that public perception of crime increased while "crime" decreased... Between 2002 and 2008. But we are left without the property crime trend in that period.
