If its independent of sensory inputs, shouldn't it then, by definition, not be qualia? It would be something else, maybe higher qualia, which doesn't really make sense because true experience comprises only of physical knowledge & subjective observation, assuming qualia exists.

A colorblind person whose brain is capable of experiencing the state "seeing the color red", but whose cone cells can never send the signal that would induce it. States like this this for which there is *no* canonical sensory stimulus in humans.
