It's not a US plan, in fact it's an Iraqi plan that originated with Haidar Al-Abadi because the point of it was to allow the PMF fighters to gain access to salaries and medical benefits like the army.
Abadi plan means US plan, no? PMF fighters want recognition as a legitimate force of the state (including salaries & benefits), not to be merged into Iraqi Army & thus subject to significant US influence

They were never going to be merged with the army, it's pointless to do so. They have to be de-politicized and restructured to work like a functional military branch of service complete with a ranking system. PMF could function as a National Guard with its current capabilities.

And no, Abadi plan does not mean US plan. Iraq was going to legalize them one way or another to avoid dropping thousands of young men into unemployment. Not to mention the majority are Uni students as well.
