The 0.5% I have seen is in reference to those men who have a foreskin issue, IE 0.5% of phimosis cases require cricumcision. I believe the number you have is a subset of those with a foreskin related issue, which also is only a fraction of men.

about 1% of men have phimosis as adults, if 0.5% of those need circumcision, then 1 in 20,000 men need circumcision for phimosis. Phimosis accounts for about 90%-95% of all circumcisions (would have to find the citation), so it's reasonable to believe that the 16.7k number is >>

<< correct as the other 10% of circumcisons would bring that 20k down to something around 17k or 18k.
