There's a Finnish observational study that went through hospital records converting to a population level number that was around 1 in 16.6k, I round that up to 1 in 15k so it's an easier number and to account to potential variables and issues.
the source i found for that (1 in 16,700) was a private correspondent from a Finnish doctor the Danish number i have seen is less than half of 1%, considerably higher.

The 0.5% I have seen is in reference to those men who have a foreskin issue, IE 0.5% of phimosis cases require cricumcision. I believe the number you have is a subset of those with a foreskin related issue, which also is only a fraction of men.
