syria was always an ally for mullahs and they even helped them in iraq-iran war, so that's why iran didn't want to lose it's stategic ally. in 1982 khomeni rejected iraq's call for cease fire and said "the way of quds passes through karbala".

their plan was to take Baasra, majority shia city in iraq, and arm iraqi shia's to help them take over iraq but they failed. today iran doesn't have the militry power to directly take iraq and syria so they are trying to replace sunnis with shias.
