No that's a ridiculous thing to say, what is more accurate to say in crude terms is that they were prepared to use Africans as guinea pigs to promote their circumcision agenda. They had a circumcision promotion agenda and were prepared to use vulnerable people

#i2 Cu I sincerely believe circumcision promoters fell into the trap of group think, confirmation bias & willful ignorance, convincing themselves circumcision was the answer & they had a vulnerable desperate population they could experiment on, deluding themselves they'd help -
And the men of them are virtually all cut themselves (some have said so). This is an integral part of their identity, which they think is a boon they are sharing with less enlightened people.
