Sometimes it is needed on medical grounds, only then it is ok to do.

in about 1 in 16,700 cases is it medically necessary (Finland numbers) in US when they say "medically necessary" it's usually because some pervert (parent, doctor) has retracted the child's foreskin

When my son was born, his foreskin was quite tight. The Dr. told me I should pull back on it at diaper changes. It seemed wrong to me, so I didn't. Sometimes pulling it back like that causes damage and scarring. By the time my son was 3, the skin had loosened all on its own.

may i ask, what kind of doctor was that? pediatrician or GP? USA? Canada? where was he trained?

A GP in Canada, I think he was in his 70s. There were a number of times I ignored his advice, lol, and that was one to those times. I figured if my son was able to pee, it wasn't a problem.
