I thought it was after 8 days. And yes. in childhood (5~10 years) is less traumatic and dangerous to the child than shortly after birth. However, no matter at what age it happens, the sex life is now tossed into garbage.
only in Judaism and USA is infant genital mutilation a normal practice, to my knowledge

and in fact the USA practice is even more brutal than the Jewish observance--the jews give the infant 8 days of life before the assault, US doctors often (usually?) do this immediately after birth
