Each de escalation zone was negotiated independantly and with different actors and countries. The south was negotiated with Jordan and the US. according to this source Syria is not a party to the agreement; Syrian move there would seem to indicate increased independence from Russia: "Most of southwest Syria is part of a de-escalation zone agreed to in July by the United States, Russia and Jordan."
