Overseas and military absentee voting is a difficult problem that blockchain has absolutely nothing to offer as a solution. The fact that Voatz prominently features “blockchain” as the centerpiece of its (largely unexamined) tech is a HUGE red flag.

AFAIK Voatz uses Hyperledger Fabric on the device to store the vote. Fabric is an enterprise blockchain by the Linux foundation (donated by IBM). TL;DR: It uses Kafka to store the transaction chain and docker containers to run smart contracts.
