Clearing cookies, cache etc doesn't help.
@TeamYouTube Whenever I change the video quality to 1080p, pressing the keyboard arrows to skip ahead/ back causes the video to re-buffer, even though it's already buffered. Happens on all videos. Using Chrome & Windows 10 (Both fully updated) & doesn't happen on Firefox or Edge.

Once it rebuffers, the video plays fine. My broadband speed is around 6 Mbps, always has been fine to play 1080p.

That's odd! Have you tried clearing your browser's cache / cookies to fix this issue? Let us know if that works.
